Mayor Suman Bahmani on Thursday conducted a detailed review of ongoing and pending development works in Wards 16 to 22 and directed municipal officials to ensure that all public projects are completed within their prescribed timelines and with strict adherence to quality standards. During the review meeting held at the Municipal Corporation office at Kanhaiya Sahib Chowk, the Mayor also ordered action against agencies responsible for delays, including the withholding of payments to two agencies in Ward 19 and the imposition of penalties for failing to complete works within the stipulated period.
The meeting brought together councillors from the concerned wards, officials of the Municipal Corporation’s engineering branch and representatives of the Public Health Engineering Department. Development works worth several crores of rupees are currently underway across the seven wards, and the Mayor sought ward-wise details regarding their progress, completion status and expected timelines.
Mayor Suman Bahmani directed Assistant Engineers and Junior Engineers to provide a clear assessment of every project, including the percentage of work completed, the reasons behind any delay and the deadline for completion. She emphasised that development works related to roads, streets, drainage and other essential civic infrastructure directly affect the daily lives of residents and, therefore, unnecessary delays would not be tolerated.
A strict stance was adopted during the review of projects in Ward 19, where two agencies were found to have failed to complete development works within the prescribed time. The Mayor instructed officials to stop the payments of the concerned agencies and initiate the process of imposing penalties in accordance with the rules. She made it clear that contractors and agencies entrusted with public projects would be held accountable for avoidable delays.
The Mayor also took note of works for which tenders had already been allotted but construction activities had not yet commenced. She ordered that notices be issued to such agencies and contractors and directed officials to seek explanations for the delay. If the agencies fail to comply with contractual obligations, appropriate action should be taken under the applicable rules and conditions of the tender.
During the meeting, the Mayor reviewed the status of construction works in each of the seven wards individually. Officials were asked to provide updated information regarding ongoing roads, streets, drainage systems and other infrastructure projects. The discussion also focused on identifying bottlenecks that have caused certain works to remain pending.
Suman Bahmani directed the engineering branch to prepare estimates at the earliest for development works that are still required in different parts of the city. Once estimates are prepared, the tender process should be completed without unnecessary delay so that construction work can begin at the earliest possible stage.
Special attention was also given to areas where streets remain unpaved or have been damaged over time. The Mayor instructed officials to prepare estimates for such works and initiate the required tender process so that residents can receive better civic facilities. She said that infrastructure development should be planned according to the actual requirements of each locality.
The Mayor stressed that officials must regularly inspect works being carried out under their jurisdiction. Regular monitoring, she said, is necessary not only to ensure timely completion but also to maintain the quality of construction. Any compromise with prescribed standards or construction quality could ultimately result in inconvenience to residents and additional expenditure for the civic body.
“Public welfare projects should not suffer because of negligence or lack of monitoring,” the Mayor said while directing officials to maintain close supervision over ongoing works. She added that whenever a development project is initiated, it should be completed within the scheduled period so that residents are not forced to face prolonged inconvenience due to incomplete roads, dug-up streets or pending drainage works.
The meeting also discussed the obstacles being faced in completing certain pending projects. Officials were directed to take necessary steps to resolve such issues at the departmental level and ensure that development works do not remain stalled for long periods. The Mayor said coordination between the Municipal Corporation, engineering officials, contractors and other concerned departments is essential for the smooth execution of public projects.
Suman Bahmani reiterated that the Municipal Corporation is committed to improving civic infrastructure across the city and ensuring balanced development in all wards. She said that roads, streets, drainage and other basic facilities are among the essential requirements of urban residents, and the administration must work with seriousness and accountability to meet these needs.
She further instructed the officials to maintain proper records of the progress of every project and regularly review works that are behind schedule. Contractors and agencies failing to meet deadlines should be dealt with strictly in accordance with rules so that delays in one project do not affect the overall development plans of the city.
The review meeting was attended by Assistant Engineers Surender Dahiya and Rajesh Sharma, councillors Sandeep Dhiman, Dikshit Kumar, Ujjwal Baniyal, Harjeet Anand, Vikram Rana and Manjeet Kaur, councillor representative Ankit Kapil, Public Health Engineering Department SDO Rohit Sarogi, and Municipal Corporation Junior Engineers Tulsi, Vishal and Monika, along with other officials.
The Mayor’s directions signal a stricter monitoring mechanism for development works in Wards 16 to 22, with officials and executing agencies expected to ensure timely completion and maintain construction quality. The Municipal Corporation is expected to continue reviewing pending projects and take action wherever delays are found to be affecting public convenience.
