District Magistrate Issues Strict Orders to Ensure Fair ANM, GNM and MPHW Examination Process

Photocopy, printing, scanning and cyber facilities near examination centres to remain closed; police directed to strengthen security and prevent unauthorised gatherings

In a major step aimed at ensuring the smooth, secure and transparent conduct of the ANM, GNM and MPHW (Male) theory examinations, District Magistrate Priti has issued strict orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023, imposing restrictions around examination centres in Yamunanagar district. The examinations are being conducted by Pandit Bhagwat Dayal Sharma University of Health Sciences, Rohtak, and the administration has directed that all facilities capable of providing photocopying, printing, scanning, duplication or similar services in the designated areas around examination centres remain closed during the examination period.

According to the orders issued by the District Magistrate, all photostat shops, Xerox centres, photocopying facilities, duplicating services, fax centres and cyber cafés, along with other related facilities located near the designated examination centres, will remain closed on examination days. The restrictions have been imposed as a preventive measure to maintain the integrity of the examination process and to prevent any activity that could compromise the security or fairness of the examinations.

The order further states that no person will be permitted to carry out or assist in activities such as photocopying, scanning, printing, duplication, faxing or any other similar service within the prescribed restricted area around the examination centres during the examinations. Any violation of these directions will invite legal action under the relevant provisions of law.

The District Magistrate has also directed the Superintendent of Police, Yamunanagar, to ensure adequate deployment of police personnel around all examination centres. Police teams have been instructed to maintain proper patrolling and take all necessary steps to prevent unauthorised persons from gathering inside or around the designated examination premises.

The administration has made it clear that security arrangements will not be limited only to the examination halls. Appropriate measures will also be taken in the surrounding areas to ensure that the examinations are conducted peacefully and without interference. The police have been directed to maintain strict vigilance and prevent any suspicious or unauthorised activity that could affect the examination process.

The orders have been issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, which empowers the competent authority to impose immediate restrictions in situations where preventive action is considered necessary in the interest of public order and safety.

District Magistrate Priti stated that the directions have been issued with immediate effect and will continue to remain in force until further orders, unless they are withdrawn or modified earlier by the competent authority.

The administration has also emphasised the importance of preventing unnecessary gatherings around examination centres. Police authorities have been instructed to ensure that unauthorised individuals do not assemble in or around the restricted examination zones without permission. Necessary action will be taken to maintain discipline and ensure that only authorised candidates, examination staff and permitted persons are present in the designated areas.

In addition to the restrictions concerning examination centres, the District Magistrate has also issued directions applicable to the owners and managers of hotels, guest houses, lodges, dharamshalas, homestays and other accommodation facilities operating in the district. These directions have been issued as an urgent preventive measure, and the Superintendent of Police has been directed to ensure their strict implementation.

The order states that the directions have been issued on an urgent basis, making immediate preventive action necessary. The concerned authorities have been instructed to ensure strict compliance so that no individual or establishment violates the orders issued by the district administration.

Any person found violating the directions may face legal proceedings under Section 223 of the Bharatiya Nyaya Sanhita, 2023, along with other applicable provisions of law. The administration has warned that non-compliance with lawful orders issued for maintaining security and ensuring the proper conduct of the examinations will be dealt with strictly.

The measures are intended to create a secure environment for candidates appearing in the ANM, GNM and MPHW (Male) theory examinations while protecting the examination process from any possible malpractice or unauthorised interference. The restrictions on photocopying, printing and other related services around examination centres are aimed at strengthening preventive monitoring during the examination period.

The district administration has appealed to residents, business operators and all concerned persons to cooperate fully with the authorities and follow the restrictions during the examination days. Candidates and their families have also been advised to cooperate with security personnel and avoid unnecessary gatherings near examination centres.

With the police directed to strengthen deployment and patrolling, the district administration aims to ensure that the examinations are conducted in a peaceful, disciplined and fair environment. The orders will remain effective until further instructions or modifications are issued by the competent authority.
