Roshan Lal Sharma’s Initiative Brings Action on Minimum Wages, ESI and PF Benefits for Haryana Workers

Minimum Wage Enforcement Moves Up the Agenda

The issue of ensuring Haryana’s prescribed minimum wages and statutory benefits such as Employees’ State Insurance (ESI) and Provident Fund (PF) for eligible workers has received renewed attention at the level of the Labour Department following an initiative taken by Roshan Lal Sharma, BJP Employees Cell district convener and member of the Grievance Redressal Committee in Yamunanagar.

Sharma had brought the matter to the notice of Yamunanagar MLA Ghanshyam Das Arora and BJP district president Rajesh Sapra, following which the issue was placed before a meeting of the Grievance Redressal Committee. The subsequent administrative action has now resulted in directions being issued to Labour Department officials across Haryana.

The development is significant for workers employed in industries, institutions, establishments and shops because effective enforcement of wage regulations determines whether workers actually receive the remuneration and statutory protections prescribed under law.

Matter Raised Before Grievance Redressal Committee

According to Sharma, the Haryana government had prescribed minimum wages for workers in April. He said that fixing the minimum wage is only one part of the process and that eligible workers must also receive benefits such as ESI and PF in accordance with applicable rules.

He said he raised the issue before the concerned public representatives with the objective of ensuring that every eligible worker receives the prescribed minimum wage and that establishments comply with the applicable labour provisions.

The matter was subsequently taken up in the Grievance Redressal Committee meeting. Committee chairman and Haryana minister Anil Vij took cognisance of the issue and directed the concerned officials to take necessary action.

Labour Officials Directed to Monitor Compliance

Following the committee’s intervention, the Labour Commissioner, Haryana issued directions to all Deputy Labour Commissioners, Assistant Labour Commissioners and Labour Inspectors in the state.

The directions call for ensuring that workers employed in industries, institutions, establishments and shops receive the minimum wages prescribed by the government as a matter of entitlement. Field-level Labour Department officials have also been asked to monitor compliance in their respective areas and take action wherever necessary.

The emphasis on field-level monitoring is important because wage rules can have little practical impact if violations are not identified and addressed. Regular inspection and enforcement can help bridge the gap between statutory provisions and their implementation at workplaces.

Sharma Calls Fair Remuneration a Worker’s Right

Sharma said hardworking workers are entitled to fair remuneration for their labour and expressed the hope that the Labour Department’s directions would be implemented effectively on the ground. He said effective enforcement of minimum wage provisions could provide relief to thousands of workers who, he claimed, have faced complaints and concerns over payments below prescribed rates.

He also expressed confidence that the latest directions would lead to stronger compliance across establishments and help ensure that eligible workers receive the benefits available to them under applicable rules.

Support from BJP Employees Cell

Jaidev Arya and Shobha Ram Saini, district co-conveners of the BJP Employees Cell, welcomed the action and expressed gratitude to Chief Minister Nayab Singh Saini, Labour Minister Anil Vij, MLA Ghanshyam Das Arora, BJP district president Rajesh Sapra and the concerned officials.

They expressed the expectation that the new Labour Department directions would help ensure that eligible workers across Haryana receive the prescribed minimum wages and statutory benefits such as ESI and Provident Fund in accordance with applicable rules.

Implementation on the Ground Remains Crucial

The latest directions place the focus on implementation. While minimum wage notifications establish the applicable entitlement, their effectiveness ultimately depends on awareness among workers, compliance by employers and timely intervention by enforcement authorities where violations are found.

For workers, access to statutory social-security protections can be an important component of economic stability. Ensuring compliance with applicable ESI and PF provisions alongside minimum wage requirements can strengthen the broader framework of workplace protection.

The action following the Grievance Redressal Committee meeting therefore shifts attention from the announcement of wage provisions to their practical enforcement. The coming period will show how effectively the directions are implemented across workplaces and whether eligible workers are able to receive the benefits intended for them.
