Haryana Chief Secretary Anurag Rastogi reviewed the implementation of various public welfare schemes and key administrative assignments through a video conference with Deputy Commissioners and Chief Executive Officers of Zila Parishads across the state. The review focused on strengthening the identification of eligible beneficiaries, organising Gram Sabha meetings, completing pending work related to the Parivar Pehchan Patra (PPP) and conducting a thorough survey and verification of houses with kutcha roofs.
During the video conference, the Chief Secretary issued necessary directions to district authorities and emphasised that welfare schemes should effectively reach families genuinely eligible for government assistance. He said Gram Sabha meetings should play an important role in identifying local issues and eligible beneficiaries in rural areas.
According to the directions issued during the review, village-level participation and verification are expected to help ensure that the benefits of government schemes reach deserving families in a more systematic and transparent manner. Officials were asked to make effective use of Gram Sabhas for identifying families requiring assistance and for resolving issues related to beneficiary data.
Chief Secretary Anurag Rastogi also reviewed pending work connected with the Parivar Pehchan Patra. He directed officials to dispose of pending cases within the stipulated timeframe and ensure that the data of eligible families is regularly updated and verified.
The accuracy of family information is considered important for the implementation of several welfare schemes, as government benefits are linked with beneficiary identification and eligibility records. Officials were therefore instructed to ensure that discrepancies, where identified, are verified and addressed through the prescribed administrative process.
Another major issue discussed during the meeting was the identification and verification of houses with kutcha roofs. The Chief Secretary directed district authorities to conduct the survey and verification process with complete seriousness so that genuinely eligible families can be identified and connected with relevant housing and welfare schemes.
He stressed that the objective of the exercise is to ensure that families living in vulnerable housing conditions are properly identified and considered for assistance under applicable government programmes. District-level officials were asked to complete the work carefully and ensure that beneficiary identification is based on proper verification.
Following the video conference, Deputy Commissioner Preeti reviewed the directions issued by the Chief Secretary with the concerned district officials. She instructed them to complete all assigned tasks within the prescribed timeline and ensure effective coordination among the departments involved in the verification and implementation process.
The Deputy Commissioner said that information related to the nature of work performed by family members, including private jobs and other occupations, should be verified through Gram Panchayats to address discrepancies in family income records.
She directed officials to identify families with an annual income of up to Rs 1.80 lakh and ensure that eligible households receive the benefits of government welfare schemes in accordance with the applicable criteria and procedures.
The verification process will include checking discrepancies in family income information and updating records after appropriate verification at the village level. The administration has placed emphasis on involving Gram Panchayats in the process so that local-level verification can contribute to more accurate beneficiary data.
Deputy Commissioner Preeti also said that personnel involved in the verification exercise would be provided training to ensure that the work is carried out properly and in a uniform manner. Training is expected to help field-level staff understand the verification process and handle different categories of family records.
She further directed that single-member families should also be included in the verification process. The administration aims to ensure that eligible households are not left out of the review merely because of their family structure.
The district has 490 Gram Panchayats, and the Deputy Commissioner instructed the concerned authorities to issue a proper schedule covering all Gram Panchayats. The scheduling of Gram Sabha meetings and related verification work is intended to ensure systematic coverage of rural areas and timely completion of the exercise.
She said the work should be completed seriously and within the prescribed timeframe in accordance with the directions of the Chief Minister. The administration has underlined the importance of coordinated efforts between district authorities, Panchayati Raj institutions and other concerned departments.
The Chief Executive Officer of the Zila Parishad will play a key role in coordinating the exercise at the district level, while the Additional Deputy Commissioner (ADC) has been designated as the overall in-charge for monitoring the implementation of the assigned work.
The review and subsequent district-level directions reflect a broader administrative focus on strengthening beneficiary verification and improving the delivery of government welfare schemes. Accurate family records, timely disposal of pending PPP-related work and identification of vulnerable households are expected to remain key components of the exercise.
Officials have been asked to ensure that the survey of kutcha-roof houses is completed carefully and that eligible families are properly identified. The verified information will help the administration assess whether such families can be covered under relevant housing and welfare programmes, subject to eligibility and applicable government guidelines.
The use of Gram Panchayats and Gram Sabha meetings is also expected to strengthen grassroots participation in the verification process. Local bodies can assist in identifying eligible families, verifying discrepancies in income records and ensuring that information related to households is properly examined.
The district administration has made it clear that all departments concerned must work in close coordination and complete their responsibilities within the stipulated timeframe. Regular monitoring will be important to ensure that the schedules for all 490 Gram Panchayats are implemented effectively.
The meeting was attended by Additional Deputy Commissioner Naveen Ahuja, Zila Parishad CEO Brahm Prakash, District Development and Panchayat Officer Narendra Singh, DIPRO Dr Manoj Kumar, along with officials from the concerned departments.
The administration expects that the coordinated verification exercise will help improve the accuracy of family data, identify eligible beneficiaries and ensure that welfare and housing-related benefits reach deserving households through a more organised and time-bound process.
