Notice Delivery and Photo Upload to Be Carried Out Through Mobile App; Final Electoral Roll Scheduled for October 3 After Claims and Objections Process

The voter verification process under the second phase of the Special Intensive Revision (SIR)-2026 will be carried out through a technology-based system in Kurukshetra, with Booth Level Officers (BLOs) visiting voters’ homes to distribute notices and complete related verification procedures, District Election Officer and Deputy Commissioner Vishram Kumar Meena said.
Meena said that under the Election Commission’s directions, BLOs will visit households during the second phase of the exercise and distribute notices to concerned voters. At the time of delivering the notice, the photograph of the concerned voter or an adult member of the family will also be taken and uploaded through the designated mobile application.
The receipt of the notice will also be recorded through the mobile application, making the process digitally documented.
According to the District Election Officer, the exercise is primarily aimed at voters whose records could not be linked with the 2002 electoral roll or whose details, including name, father’s or husband’s name, date of birth or other information, have been found to contain discrepancies.
Notices are being issued to such voters as part of the verification process. Meena said that if an eligible voter finds that their name has not been included in the draft electoral roll and believes that it has been wrongly omitted, they can apply for inclusion again by submitting Form 6 along with the required documents, information relating to the previous Special Intensive Revision and the prescribed declaration.
He said the Election Commission’s schedule provides for the process of notice distribution, document collection, claims and objections and hearings to continue until August 30. Following disposal of the claims and objections, the final electoral roll is scheduled to be published on October 3.
The Election Commission has prescribed different document requirements based on the voter’s date of birth.
Meena explained that voters born before July 1, 1987, will be required to submit any one document from the prescribed list. Those born between July 1, 1987 and December 2, 2004, will be required to submit one document relating to themselves and one document relating to either their mother or father.
For voters born after December 2, 2004, documents relating to themselves and both parents will be required, meaning a total of three documents under the prescribed requirements.
The BLOs will upload the required documents through the mobile application during the verification process. This technology-based system is intended to ensure that the information and supporting documents collected during the exercise are digitally recorded.
Meena said voters whose records could not be linked with the 2002 electoral roll will have an additional requirement. Along with submitting the necessary documents, such voters will also have to appear before the concerned Assistant Electoral Registration Officer (AERO) for a hearing on the prescribed date.
The concerned BLO will also be present during the hearing. A photograph of the voter along with the AERO will be uploaded through the mobile application as part of the digital record of the process.
The District Election Officer also said voters have the option of submitting documents themselves through the Election Commission’s Voter Service Portal against notices issued to them.
For this online process, voters can access the portal using their mobile number or voter identification number and complete OTP verification before uploading the required documents.
However, Meena clarified that even when documents are uploaded online by voters themselves, the BLOs will still verify the documents as part of the official process.
The Election Department has also clarified that voters whose names are already included in the draft electoral roll and who have not received any notice do not need to take any action in this regard.
The Election Commission has instructed BLOs to pay particular attention to the quality of voters’ photographs. If an existing photograph is not clear enough, a fresh photograph will be taken at the time of the visit and uploaded through the mobile application.
The photograph verification process is intended to help address errors related to voter identification and ensure that the electoral records contain appropriate and clear photographs.
The technology-based process is designed to combine physical verification at the household level with digital documentation through the mobile application. BLOs will therefore play a key role in collecting documents, recording notices and verifying photographs during their field visits.
The District Election Officer urged eligible voters and families receiving notices to cooperate with the BLOs and provide the required documents according to the prescribed categories.
The exercise forms part of the Election Commission’s broader voter-roll revision process, with the objective of verifying electoral records and addressing discrepancies in voter information.
Meena said citizens should carefully review the information contained in the notices they receive and follow the prescribed procedure where documents or further verification are required.
At the same time, voters whose names are already included in the draft electoral roll and who have not received a notice have been advised that no action is required from them under this process.
The district administration is implementing the SIR-2026 process in accordance with the schedule and instructions issued by the Election Commission. The focus of the second phase is on household-level verification, digital recording of documents and photographs, and disposal of claims and objections within the prescribed timeline.
The final electoral roll is scheduled to be published on October 3, after the completion of the prescribed verification, claims, objections and hearing processes.
The administration has urged voters to remain attentive to notices issued under the exercise and cooperate with election officials so that the verification process can be completed smoothly and accurately.
