Congress Leader Selja calls for Recruitment Calendar, White Paper on Vacancies and Stronger Safeguards Against Paper Leaks

Sirsa MP, former Union Minister, Congress General Secretary and Congress Working Committee (CWC) member Kumari Selja has accused the Haryana Government of failing to provide timely and transparent employment opportunities, saying the state’s youth are increasingly anxious about their future due to prolonged recruitment delays, vacant government posts and repeated examination controversies.

In a statement, Selja said thousands of sanctioned government posts across various departments continue to remain vacant, while recruitment drives have repeatedly been delayed. She alleged that several major recruitment examinations have either been cancelled or re-conducted because of allegations of paper leaks, confidentiality breaches and other irregularities, causing significant hardship to job aspirants.

Referring to information presented by the Haryana Government in the State Assembly, Selja said the Chief Minister had acknowledged in December 2025 that 29 FIRs had been registered between 2014 and 2024-25 in connection with recruitment examinations conducted by the Haryana Staff Selection Commission (HSSC). She also noted that recruitment examinations for posts such as Assistant Lineman, Gram Sachiv and Male Police Constable had to be cancelled and conducted again.

According to Selja, these are not merely statistics but a reflection of the uncertainty faced by lakhs of young aspirants. She said every cancelled examination forces candidates to restart their preparation, submit fresh applications, bear additional travel and accommodation expenses and endure prolonged mental stress.

“Many families invest their life’s savings to support their children’s preparation for competitive examinations. The government’s foremost responsibility is to ensure a transparent, secure and time-bound recruitment process,” she said.

The Congress leader further stated that the BJP had promised large-scale employment opportunities and transparent recruitment before coming to power. However, she alleged that despite these commitments, a substantial number of approved government posts remain vacant, affecting both public services and employment opportunities for qualified youth.

She said filling sanctioned vacancies within a defined timeframe is the constitutional responsibility of the government and should be treated as a priority.

Questioning the growing reliance on contractual and skill-based employment arrangements, Selja said excessive dependence on temporary appointments has created insecurity among young job seekers. She maintained that wherever regular government posts have been sanctioned, appointments should be made through regular recruitment processes in accordance with established rules, while ensuring fair treatment for employees performing similar work.

Calling for comprehensive reforms, Selja said the Congress believes the recruitment system must be fully transparent, technologically secure and accountable. She advocated stronger mechanisms for question paper security, surveillance at examination centres, digital monitoring, time-bound investigations into irregularities and swift action against those responsible for recruitment-related fraud.

“Enacting laws alone is not enough. Their effective implementation is equally important to restore confidence among candidates,” she said.

Selja observed that the trust of young people is one of the greatest assets of any government. If questions continue to be raised about the credibility of recruitment examinations, she warned, public confidence in governance is inevitably affected.

She urged the state government to rise above political differences and engage in constructive dialogue with political parties, subject experts and youth representatives to develop a recruitment system that guarantees fairness, transparency and certainty for future applicants.

The Congress leader demanded that the Haryana Government publish an updated white paper on all vacant government posts, announce a time-bound recruitment calendar, complete pending recruitment processes without further delay, strengthen examination security measures and ensure complete transparency and accountability throughout the recruitment process.

She concluded by saying that Haryana’s youth are not seeking assurances alone—they are demanding fair opportunities, transparent recruitment and timely employment.
