PEN OF DEMOCRACY NEWS DESK KURUKSHETRA
Deputy Commissioner Vishram Kumar Meena said Haryana government welfare schemes are playing an important role in providing healthcare support, financial security and assistance to economically weaker families. Highlighting the benefits of Ayushman Bharat, Chirayu Ayushman Haryana, Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana (DAYALU) and the Mukhyamantri Vivah Shagun Yojana, he urged eligible citizens to make use of the schemes and complete the required formalities within the prescribed time.
Meena said Ayushman Bharat Pradhan Mantri Jan Arogya Yojana was launched by Prime Minister Narendra Modi with the objective of providing financial protection to eligible families against medical expenses. The scheme provides healthcare cover of up to ₹5 lakh per year to beneficiary families.
He said the treatment facility under the scheme is cashless and paperless. Eligible beneficiaries can avail themselves of treatment at empanelled hospitals by presenting their Ayushman card. The scheme covers specified secondary and tertiary healthcare services, helping eligible families access medical treatment without having to bear the entire financial burden themselves.
The Deputy Commissioner said the healthcare initiative has been designed to ensure that financial limitations do not prevent eligible families from obtaining necessary medical treatment. He encouraged citizens who meet the eligibility criteria to obtain their Ayushman cards and understand the facilities available to them.
The Deputy Commissioner said the Haryana government introduced the Chirayu Ayushman Haryana Scheme in November 2022 to extend the benefits of the healthcare programme to eligible families in the state.
Under the scheme, families having a verified annual income of less than ₹1.80 lakh are eligible for the benefits, subject to the applicable provisions. The verified income database of eligible families is used by the National Health Authority for implementing the scheme.
He further said families with an annual verified income between ₹1.80 lakh and ₹3 lakh can also avail themselves of the scheme by paying an annual premium of ₹1,500. Such families are required to pay the prescribed premium every year and renew their cards to continue receiving the benefits.
Meena said citizens eligible for the scheme should keep their necessary documents ready while applying for an Ayushman card. The applicant is required to carry an Aadhaar card, Parivar Pehchan Patra (PPP) and a mobile number linked with Aadhaar.
He added that the card-related facility is also available through Atal Seva Kendras, making it easier for beneficiaries, particularly those who may face difficulties in accessing online services independently.
Senior Citizens Above 70 Also Covered
The Deputy Commissioner said the government has also extended the benefit of the Ayushman healthcare initiative to senior citizens above 70 years of age. He appealed to eligible senior citizens and their families to take advantage of the healthcare coverage available under the government initiative.
Meena said awareness is an important component of the successful implementation of welfare schemes. Families should remain informed about eligibility requirements, documentation and renewal provisions so that they can access benefits whenever required.
DAYALU Scheme Offers Financial Support to Vulnerable Families:
Meena also highlighted the Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana (DAYALU), under which financial assistance is provided to eligible poor families in the event of the death or 100 per cent disability of a family member.
He said families having an annual income of up to ₹1.80 lakh fall within the income criterion of the scheme. Families in which a member has died or suffered 100 per cent disability on or after April 1, 2023, can be eligible for assistance subject to fulfilment of the prescribed conditions.
The Deputy Commissioner said the objective of the DAYALU scheme is to provide financial assistance to families facing a sudden crisis and strengthen their social and economic security.
A Parivar Pehchan Patra is mandatory for applying under the scheme. In the event of accidental or natural death, the applicant has to provide the relevant death certificate. In cases of disability caused by an accident, the applicant is required to submit a disability certificate, hospital discharge documents and a copy of the FIR, as applicable.
Assistance Linked to Age of Beneficiary
Meena explained that the amount of financial assistance under the DAYALU scheme varies according to the age of the affected person.
For a child between 6 and 12 years of age who dies or suffers 100 per cent disability, the prescribed assistance is ₹1 lakh. For the 12 to 18 years age group, the assistance is ₹2 lakh, while beneficiaries in the 18 to 25 years age group are eligible for assistance of ₹3 lakh.
For the 25 to 45 years age group, the financial assistance is ₹5 lakh, while for beneficiaries above 45 years and up to 60 years, the prescribed amount is ₹3 lakh.
The Deputy Commissioner said the assistance is intended to provide immediate financial relief to families at a time when the loss of a family member or severe disability can create significant economic difficulties.
Applications Must Be Filed Within Prescribed Period
Meena said families seeking assistance under the DAYALU scheme should carefully follow the prescribed application procedure. In cases of accidents, applications must be submitted within three months of the accident.
The Haryana government has provided an online DAYALU portal for submitting applications. He advised eligible families to ensure that their documents and details in the Parivar Pehchan Patra are accurate and updated.
He further said the assistance amount is transferred to the bank account recorded in the family’s Parivar Pehchan Patra, making it important for beneficiaries to ensure that their bank details are correct.
Vivah Shagun Scheme Supporting Eligible Families:
The Deputy Commissioner also spoke about the Mukhyamantri Vivah Shagun Yojana, under which financial assistance is provided to eligible families for the marriage of daughters and to certain other beneficiaries covered by the scheme.
He said online registration of the marriage is an essential requirement for receiving assistance. Families seeking benefits under the scheme must ensure that the marriage is registered through the e-Disha portal within six months of the marriage.
Meena said timely registration is important because the benefit is linked to completion of the prescribed marriage registration process. Families should therefore avoid waiting until the last date to complete the formalities.
₹71,000 Assistance for Eligible SC and Denotified Tribe Families
According to the Deputy Commissioner, families belonging to Scheduled Castes and Denotified Tribes that are included in the BPL list can receive ₹71,000 under the scheme for the marriage of an eligible daughter, subject to the applicable conditions.
He said the scheme has been structured to provide financial assistance to families that may find it difficult to meet marriage-related expenses. The assistance is intended to provide support while also encouraging eligible families to complete the necessary registration and application formalities.
₹51,000 Assistance for Certain Vulnerable Beneficiaries
Meena said widows, destitute women and orphan children belonging to eligible families can receive assistance of ₹51,000, subject to the prescribed eligibility conditions, including the applicable BPL or income criteria.
The scheme also provides financial support in cases involving persons with disabilities. Where both members of a newly married couple have 40 per cent or more disability, they can receive ₹51,000. Where one of the spouses has 40 per cent or more disability, the prescribed incentive amount is ₹31,000, subject to eligibility requirements.
₹31,000 Benefit for Eligible General and Backward Class Families
The Deputy Commissioner said families belonging to the general or backward classes and included in the BPL list can receive ₹31,000 under the scheme.
Similarly, families belonging to Scheduled Castes or Denotified Tribes that are not included in the BPL list but have an annual income of less than ₹1.80 lakh can receive ₹31,000, subject to the applicable conditions.
He said the provisions have been framed to extend financial assistance to different eligible categories and ensure that vulnerable families are able to access government support.
Timely Applications Essential for Availing Benefits
Meena stressed that awareness, proper documentation and timely submission of applications are crucial for beneficiaries seeking assistance under the government schemes.
He urged eligible families to keep documents such as Aadhaar, Parivar Pehchan Patra, bank details, income certificates, relevant certificates and other required records updated. Citizens should also seek assistance from designated government service centres or concerned departments whenever they require clarification regarding eligibility or the application process.
The Deputy Commissioner said the government’s welfare programmes cover three critical aspects of public welfare—healthcare, financial security and family support. Ayushman Bharat and Chirayu Ayushman Haryana provide healthcare protection, DAYALU offers financial assistance to vulnerable families affected by death or severe disability, while the Mukhyamantri Vivah Shagun Yojana provides financial support to eligible families in connection with marriage.
He appealed to eligible citizens to take advantage of these schemes rather than allowing benefits to remain unused because of lack of information or delays in completing formalities.
Meena said effective implementation of welfare schemes depends not only on government departments but also on public awareness and timely action by beneficiaries. He urged eligible residents to verify their eligibility, complete registration and submit applications within the prescribed deadlines.
He said the administration remains committed to facilitating access to government welfare programmes and ensuring that eligible citizens receive the benefits intended for them.
