Yamunanagar MC Launches Daily Drive to Remove Illegal Hoardings, Banners and Posters

YAMUNANAGAR | PEN OF DEMOCRACY NEWS DESK

The Municipal Corporation of Yamunanagar has adopted a strict approach against individuals and organisations illegally putting up hoardings, banners, posters and other advertising material on public property and at unauthorised locations across the city. The civic body has launched a special daily enforcement drive to remove such material and has decided to issue challans regularly against those found violating the prescribed rules.

The special campaign was launched on Monday on the directions of Municipal Commissioner Mahabir Prasad. The initiative aims to prevent the unauthorised use of public spaces, protect public property and maintain the cleanliness and visual appeal of the city. Under the drive, municipal teams will conduct regular inspections and remove illegal hoardings, billboards, posters, banners and other unauthorised advertisements from roadsides, dividers, poles, trees and other public locations.

Action Under Haryana Property Defacement and Advertisement Rules

Commissioner Mahabir Prasad has instructed officials to conduct the campaign in accordance with the provisions of the Haryana Prevention of Defacement of Property Act, 1989, and the Haryana Municipal Advertisement Bye-laws, 2022.

As part of the enforcement arrangement, all Chief Sanitary Inspectors of the Municipal Corporation have been assigned responsibility for removing unauthorised advertising material from their respective wards and zones. The instructions make it clear that the removal exercise must be carried out systematically and that officials must ensure that illegal advertisements do not continue to occupy public spaces.

On Monday, the campaign was conducted across the municipal area under the supervision of designated Chief Sanitary Inspectors. Harjeet Singh led the drive in Wards 1 to 7, Govind Sharma was responsible for Wards 8 to 15, while Amit Kamboj supervised the campaign in Wards 16 to 22.

The municipal teams carried out removal operations on several important roads and public stretches. These included Railway Road, Jagadhri Workshop Road, the Old National Highway connecting Jagadhri and Yamunanagar, Ambala Road and Govindpuri Road, among other locations.

During the operation, unauthorised hoardings, posters and other advertising material fixed to roadside poles, trees, electric poles and road dividers were removed. The campaign covered different types of unauthorised promotional material that had been placed in public spaces without following the prescribed municipal rules.

Daily Challans Against Those Violating Rules

Commissioner Mahabir Prasad said the action would not be limited to removing illegal advertisements. Individuals, institutions and other entities violating the applicable rules would also face challans on a daily basis.

He directed the concerned officials to maintain regular monitoring and ensure that violations were dealt with consistently. The decision to combine removal operations with daily penalty action is intended to discourage unauthorised advertising and prevent the repeated occupation of public property.

The Commissioner said municipal officials must remain vigilant in their respective areas and take timely action whenever unauthorised hoardings, banners, posters or other advertising material are found. The civic body intends to continue the special drive as a regular enforcement exercise rather than treating it as a one-day operation.

Assistant Engineer to Submit Daily Action Report

To ensure close monitoring and accountability, Commissioner Mahabir Prasad has assigned the responsibility of supervising the campaign and submitting daily progress reports to the Assistant Engineer (Advertisement).

The Assistant Engineer will submit a report to the Commissioner every day detailing the action taken by municipal teams. The report will include the number and type of hoardings, posters, banners and other advertising material removed during the day, the locations from which the material was cleared and whether challans were issued against any violators.

The reporting mechanism is intended to provide the municipal administration with a regular account of the campaign’s progress. It will also help the Commissioner review the performance of the enforcement teams and assess whether the instructions are being implemented effectively across the wards and zones.

Drive Aimed at Road Safety and City Beautification

Explaining the purpose of the initiative, Mahabir Prasad said the campaign was an important step towards improving road safety and keeping the city’s roads, intersections and public places free from unauthorised advertisements. He said maintaining the appearance of the city and protecting public spaces were also among the objectives of the drive.

The Commissioner clarified that the Municipal Corporation has identified designated locations where hoardings, posters and banners may be displayed in accordance with the rules. Anyone wishing to put up advertising material at these approved locations can do so after depositing the prescribed fee with the Corporation.

The arrangement provides a regulated mechanism for displaying advertisements while ensuring that public property is not used without authorisation. The civic body has urged those intending to display promotional material to follow the prescribed procedure and use only the locations approved by the Corporation.

With daily removal operations, regular monitoring and challan action against violators, the Municipal Corporation intends to strengthen enforcement of advertising regulations across Yamunanagar. The campaign is expected to help keep public spaces clear of unauthorised promotional material while supporting safer roads and a cleaner, more orderly urban environment.
