Service Sankalp Campaign Must Ensure Timely, Transparent Delivery of Welfare Schemes: ADC Navin Ahuja

Additional Deputy Commissioner Navin Ahuja chaired a meeting of officials from various departments at the Secretariat auditorium to review preparations for the Service Sankalp Campaign and issued detailed directions to ensure its effective implementation across the district.

Addressing the officials, Ahuja said the campaign was being organised with the objective of ensuring that the benefits of government welfare schemes and public services reach eligible citizens in a timely, transparent and hassle-free manner. He directed all departments to discharge their assigned responsibilities with seriousness, commitment and a strong sense of accountability.

The ADC said the problems and grievances of the general public should be addressed on priority during the campaign. Every department must complete the tasks assigned to it with sincerity and within the prescribed timeframe, he said, adding that there should be no negligence or avoidable delay in carrying out campaign-related activities.

According to officials, a series of programmes will be organised under different themes as part of the Service Sankalp Campaign. These include Aashirwad Ka Diya, Viksit Bharat Sankalp, Namo Seva, Anand Ka Utsav, Kahani Badlav Ki, Seva Jyoti Yatra and Seva Setu Campaign. The programmes are intended to strengthen public participation and create greater awareness about government initiatives and services.

While reviewing the preparations with officers concerned, Ahuja directed each department to ensure that information about its schemes, welfare programmes and public services reaches people effectively. Officials were asked to explain eligibility criteria, required documents, application procedures and other relevant details so that eligible beneficiaries can access government assistance without unnecessary difficulty.

He stressed that merely announcing welfare schemes was not sufficient and that the administration must ensure that eligible citizens actually receive their benefits. Departments were therefore asked to make special efforts to identify and connect maximum eligible beneficiaries with relevant government schemes and services during the campaign.

Ahuja also emphasised the importance of interdepartmental coordination. He directed officials to work together so that activities planned under the Service Sankalp Campaign are completed properly and without duplication, confusion or unnecessary delays. Effective coordination among departments, he said, would make it easier to resolve public grievances and deliver services at the grassroots level.

The ADC said the central objective of the campaign was to make public service delivery simple, accessible and effective. Government departments should ensure that citizens are provided clear information and assistance while accessing welfare schemes and administrative services.

He further instructed officials to regularly review the progress of campaign activities and identify areas where additional efforts were required. Continuous monitoring, he said, would help ensure that the objectives of the campaign were achieved within the stipulated timeframe.

Ahuja also called upon officials to maintain direct engagement with the public during campaign programmes. Citizens should be made aware of the government schemes for which they may be eligible, along with the documents and procedures required to avail themselves of the benefits.

The meeting also focused on the preparedness of various departments for the activities to be conducted under the campaign. Officials were asked to ensure proper planning and execution of their respective responsibilities and maintain coordination throughout the campaign.

The ADC reiterated that the administration’s priority should be to ensure that no eligible citizen is deprived of the benefits of government schemes because of a lack of information or difficulties in accessing services. Departments were directed to adopt a proactive approach and make every possible effort to reach beneficiaries.

He said the Service Sankalp Campaign provides an opportunity to strengthen the connection between government departments and citizens and to make public service delivery more responsive. Officials were urged to treat every activity under the campaign as an important responsibility and ensure that its benefits are visible at the ground level.

The meeting was attended by City Magistrate Piyush Gupta, Chief Executive Officer of the Zila Parishad Brahm Prakash, District Revenue Officer Tarun Sahota, District Development and Panchayat Officer Narendra Singh, Dr Divya Mangla, District Education Officer Prem Lata and officials from various other departments.

The administration said coordinated efforts by all departments would remain essential for the successful implementation of the campaign and for ensuring that government welfare schemes and services reach the maximum number of eligible citizens in a transparent and time-bound manner.
