Mayor Suman Bahmani and Commissioner Mahabir Prasad direct officials to complete boundary survey within a week; councillors to help collect pre-1996 property documents

The Municipal Corporation of Yamunanagar-Jagadhri has stepped up the process for regularisation and boundary demarcation of colonies that remained in the unapproved category due to a technical issue dating back to 1996. Mayor Suman Bahmani and Municipal Commissioner Mahabir Prasad held a meeting with corporation officials and councillors to review the progress of the exercise and directed the officials involved in the survey to complete the work at the earliest.
The meeting was attended by councillors from different wards, the District Town Planner, Assistant Town Planners, Building Inspectors, Junior Engineers and other officials. During the meeting, the Mayor and Municipal Commissioner reviewed the progress of the survey being conducted for determining the boundaries of 64 colonies that remain to be processed for regularisation.
The officials also apprised the Mayor and Commissioner of difficulties being faced during the survey, particularly in collecting documents from property owners and obtaining cooperation at some locations.
Mayor Suman Bahmani and Commissioner Mahabir Prasad said councillors would now play an important role in helping complete the regularisation process. They said an elected councillor represents the residents of a ward and acts as an important link between citizens and the municipal administration. Councillors have therefore been asked to work alongside corporation officials and assist in collecting documents relating to buildings constructed before 1996 in the areas whose boundaries are being determined.
The Municipal Commissioner directed all officials engaged in the survey to set aside other assignments for one week and concentrate exclusively on the boundary survey so that the process could be completed without unnecessary delay. The direction is aimed at accelerating the exercise and enabling the corporation to prepare the required report for submission to the competent authorities.
Commissioner Mahabir Prasad said that, under the 1996 notification, a total of 76 colonies had been identified in the Yamunanagar-Jagadhri area. Of these, 54 were located in the Jagadhri area and 22 in Yamunanagar. According to the corporation, 12 colonies had already been regularised, while the remaining 64 are at various stages of the regularisation process.
He said that after approval of the remaining colonies, the final notification from the government would be required for taking the process forward. At present, the boundaries of the colonies are being determined through detailed field surveys.
Special teams have been constituted for the survey work. These teams include Assistant Town Planners, planning experts, concerned Building Inspectors and Junior Engineers. The corporation has now also included the councillors concerned in these teams to improve coordination with residents and facilitate the collection of necessary records.
Officials are collecting documents from owners of houses and other properties situated along the proposed colony boundaries to establish whether the structures existed before 1996. The documents being sought include property tax payment receipts, approved building plans, development charge receipts, electricity bills, ration cards, voter cards and other relevant records.
The corporation said survey work has already been completed in several colonies, while the exercise is continuing in others. Officials had informed the Mayor and Commissioner that in some locations property owners were not cooperating with the survey teams or were reluctant to provide the required documents.
The decision to involve councillors more closely in the exercise has been taken in response to these difficulties. Their local knowledge and direct contact with residents are expected to help officials communicate the purpose of the survey and encourage property owners to provide the required records.
Mayor Suman Bahmani appealed to residents of the concerned colonies to cooperate fully with the municipal corporation. She urged property owners to provide their pre-1996 documents to the officials visiting their areas so that the process of regularisation could be completed as quickly as possible.
The Mayor also directed the officials to complete the survey promptly and submit the regularisation report to the Directorate. She said completion of the regularisation process would open the way for undertaking essential civic development works in these colonies.
Once the colonies are regularised, residents are expected to benefit from improved prospects for development of internal streets, drains and other basic infrastructure. The civic body has therefore stressed that cooperation from residents is essential for completing the administrative and technical process.
The corporation’s initiative is significant for residents of colonies that have remained outside the regularised framework for several years. Boundary determination is an important stage because it establishes the precise area to be considered under the regularisation process and helps the authorities verify properties and development within the concerned limits.
The involvement of councillors is also expected to make the exercise more participatory by bringing elected representatives into direct coordination with technical officials and residents. The corporation has sought to combine technical verification with local-level assistance so that documentation-related difficulties can be resolved more efficiently.

According to the information provided by the Municipal Corporation, colonies already regularised include Shiv Nagar (Nalagarh Ka Majra), Mahavir Colony (Bilaspur Bypass Road), Gulab Park, Laxmi Colony, Vishnu Garden Colony, the colony near Green Vihar on Chaneti Road, Vijay Nagar Extension-3, Vijay Nagar Extension-2, Bharat Sevak Nagar South, Bhagirath Colony, Basant Nagar, Durga Nagar and Shri Shiv Shankar Nagar on Ambala Road.
