Anurag Rastogi asks deputy commissioners to facilitate service camps across urban and rural areas; DC Preeti reviews preparations and stresses time-bound delivery of welfare schemes

Haryana Chief Secretary Anurag Rastogi has directed deputy commissioners across the state to organise blood donation camps in their respective districts and ensure that Seva Sankalp service camps are conducted in both urban and rural areas. The directions were issued during a video conference with all district deputy commissioners, with the emphasis on taking government services and welfare initiatives closer to citizens.
Rastogi said departments whose services and programmes are to be covered under the Seva Sankalp campaign should provide their respective lists to the concerned deputy commissioners. This would enable district administrations to coordinate the camps effectively and ensure that people can access the required services without unnecessary delays.
Following the directions, Yamunanagar Deputy Commissioner Preeti held a meeting with officials of various departments at the Secretariat conference hall to review preparations for the Seva Sankalp campaign. She instructed officers to work with full seriousness and responsibility to ensure that the benefits of government welfare schemes and public services reach eligible citizens in a timely, transparent and effective manner.
The Deputy Commissioner said the campaign has been designed to strengthen direct public outreach and make government services more accessible to citizens. She directed all departments to ensure that public grievances received during the campaign are addressed on priority and that every effort is made to provide solutions within the prescribed timeframe.
Preeti said each department had been assigned specific responsibilities under the campaign and officers must perform those duties with complete commitment and within the stipulated timelines. She cautioned officials against any negligence or delay and stressed that the success of the campaign would depend largely on effective coordination and timely execution at the district level.
During the meeting, the Deputy Commissioner reviewed preparations for a series of programmes planned under different themes of the Seva Sankalp campaign. These include Aashirwad Ka Diya, Viksit Bharat Sankalp, Namo Seva, Anand Ka Utsav, Kahani Badlav Ki, Seva Jyoti Yatra and Seva Setu Abhiyan.
The programmes are intended to provide citizens with information about government schemes and services while creating opportunities for eligible beneficiaries to connect directly with the administration. Preeti directed departmental officers to ensure that details of schemes relevant to their respective departments are communicated clearly to the public during the campaign.
She also stressed that simply informing citizens about welfare schemes would not be sufficient. Eligible beneficiaries should be guided about the documents required to avail themselves of benefits, the application process and the procedures for accessing various departmental services. Officials were asked to ensure that people receive accurate information so that avoidable difficulties in applications and documentation can be reduced.
The Deputy Commissioner said special attention should be given to identifying eligible citizens who have not yet been connected with government schemes and services. Departments were directed to make additional efforts to reach such beneficiaries and facilitate their inclusion wherever they meet the prescribed eligibility conditions.
The Seva Sankalp campaign is expected to provide a broader platform for public interaction by bringing service-oriented activities into both urban and rural areas. The district administration will coordinate with departments to organise camps and ensure that citizens can access information and assistance closer to their communities.
Preeti also directed officials to maintain close coordination with one another throughout the campaign. Since several public services and welfare schemes involve more than one department, she said interdepartmental cooperation would be essential for ensuring that applications, grievances and service-related matters are handled efficiently.
She instructed officers to regularly review the progress of activities under their respective departments and identify any issues that could affect implementation. Regular monitoring, she said, would help ensure that responsibilities assigned under the campaign are completed properly and that citizens do not face unnecessary delays.
The Deputy Commissioner reiterated that the central objective of Seva Sankalp was to make public service delivery simple, accessible and effective. Government schemes are intended to benefit citizens, and the administration has a responsibility to ensure that eligible people are able to understand, access and receive those benefits through a transparent process.
She called upon officials to treat the campaign not merely as a series of events but as an opportunity to strengthen the connection between government departments and the public. Officers were asked to remain responsive to citizens and ensure that genuine grievances are dealt with seriously.
The meeting also focused on ensuring that the campaign’s various thematic programmes are implemented in a coordinated manner. From beneficiary outreach and awareness programmes to service camps and public interaction activities, departments will be required to work together to achieve the campaign’s broader objectives.
Chief Secretary Anurag Rastogi’s directions to all districts to organise blood donation camps also add a public service component to the campaign. District administrations have been asked to plan such camps while simultaneously expanding Seva Sankalp activities in urban and rural locations.
The administration’s emphasis on blood donation camps is expected to encourage wider public participation in a cause that can directly support patients requiring blood during medical treatment, emergencies and other critical situations. District-level coordination will be important to ensure that such camps are conducted systematically and with appropriate participation.
The Yamunanagar administration has begun reviewing departmental preparations in accordance with the state-level directions. Officials have been asked to identify the schemes and services to be covered, prepare the necessary outreach material and ensure that citizens receive information about eligibility, documentation and application procedures.
The meeting was attended by Additional Deputy Commissioner Naveen Ahuja, Jagadhri SDM Vishwanath, Vyasapur SDM Dr Kuldeep Singh, Radaur SDM Narendra Kumar, City Magistrate Piyush Gupta, Zila Parishad Chief Executive Officer Brahm Prakash, District Revenue Officer Tarun Sahota, District Development and Panchayat Officer Narendra Singh, District Information and Public Relations Officer Dr Manoj Kumar, District Education Officer Prem Lata, District Higher Education Officer Suman Bhatia, Dr Divya Mangla and officials from various other departments.
The district administration said the collective participation of all departments would be crucial to achieving the objectives of the Seva Sankalp campaign. With the focus on transparency, accessibility, grievance redressal and beneficiary outreach, officials have been directed to ensure that the campaign translates into tangible assistance for eligible citizens.
The administration’s preparations are aimed at ensuring that the campaign reaches people across the district rather than remaining confined to government offices. Through service camps, awareness programmes and coordinated departmental outreach, citizens will have greater opportunities to obtain information and assistance relating to government schemes and services.
The Deputy Commissioner urged all officers to carry out their responsibilities with dedication and maintain a citizen-centric approach throughout the campaign. She said effective public service ultimately depends on timely action, coordination and accountability, and these principles should guide every activity organised under Seva Sankalp.
